It pains me to comment on this at all, but here we go. Builders do not implement standard quality management practices. If they did, they would be better educated and able to build higher-quality homes. What builders currently do is produce a product that often does not meet NCC or standards because it is built so fast, with little oversight, in an effort to "build more, faster."
Having worked for many years in a project-building company, I understand both sides of the equation.
On the client side, while building a new home, owners are paying rent and outgoings while drawing down on a mortgage. This means they are financially stretched. If the cost of new homes increases, their financial stress increases. As a result, clients demand houses to be built yesterday because they already feel the process takes too long.
On the builder’s side, there is a process that must be followed. So, how do you speed up a process? You add more of something—more labour, more efficiency, more money. But this cannot be done because more means higher costs, and each major builder is competing against the other on price and perceived "value."
So, we are at an impasse. The result? Houses are built faster and cheaper (cost) to push them through the process and get the client in their home. What suffers? Materials, methods, and quality—all sacrificed in the name of speed (time).

Our Comment:
I call on the REIA to lower agents' fees on all home sales. Agents are earning the same commission on artificially inflated contract values due to market forces, not because they are adding value. They are not doing any extra work—in fact, quite the contrary. They are taking orders and pocketing more money from each sale without any additional effort or value creation.
You cannot convince me that with an average house price of $800,000 and a 2.5% commission on a 30-day turnover, with sellers paying marketing fees, that an agent is delivering $20,450 worth of value (reference) for this sale. I call bullshit.
Instead of pointing fingers at government policy, the REIA should look at what it can do to improve housing affordability. Lowering agent commissions to 1.7% would be a start.
Times are tough, yet agents are wealthier than ever. I haven't seen this many leased Mercedes in a long time.

"Prefab" is an interesting choice of word over "modular." They are not the same. The ABCB has drafted a handbook titled Prefabricated, Modular, and Offsite Construction, which best explains where this segment of construction is heading and the road ahead.
